Stories at the World Bank (p231)
By the end of the year, the president had announced that knowledge management was one of the bank’s top priorities. (p235)
「社長は『銀行の最優先課題のひとつにナレッジマネジメントを位置付ける』ことを発表した」。この節の結論なんですが、この結論を出すまでの過程には何があったのでしょうか。
ナレッジマネジメントは日本語でも普通に使われている言葉ですね。個々人の知識を共有し組織の経営資源の一つとみなす考え方です。今ではすっかり当たり前の概念ですが時は1996年にさかのぼります。世界銀行（World Bank）にStephan Denningという人がいました。
彼はアフリカのプロジェクトを担当することになったものの事情により前任者からの引き継ぎがなく自分でプロジェクトに関する情報を集めなくてはなりません。銀行内には開発途上国での様々な活動の成果があるはずなのにそのノウハウはあちこちに散らばったまま。情報は下記のようにそれぞれのプロジェクト内に管理されていました。
A water-treatment guru in Zambia might have figured out a great way to handle local political negotiations, but he was unlikely to have the opportunity to share it with a highway-construction guru in Bangladesh. (p232)
1カ月ほどたったある日、ザンビアから戻ったばかりの同僚とお互いの近況報告をします。ザンビアでマラリアが大きな問題となっていたときにその同僚はインターネットでthe Centers for Disease Control (CDC : アメリカ疾病予防管理センター)のサイトを探し当て、マラリヤ対策に非常に有益だったという話をしてくれました。現在では「google先生に教えてもらおう」は普通の行動ですが当時は1996年、今から20年も前です。この同僚の話はDenningに大きなヒントをもたらします。
Later, it dawned on him that the Zambia story was a perfect example of the power of knowledge management.…That’s the vision of knowledge management – except that the health-care worker shouldn’t have been forced to conduct a trial-error search, ending at the CDC’s website, to get the right information. He should have been able to tap the knowledge of the World Bank. (p232)
同僚が試行錯誤しながらCDCのサイトにたどり着いて解決策を見つけたように、銀行の内部に様々な部門やプロジェクトのノウハウ・情報が一元管理されていれば、ずっと仕事がしやすくなる、そんなアイディアがDenningの頭に浮かびます。ナレッジ・マネジメントのイメージができあってきました。そしてそれはできるだけ早く着手すべき優先度の高い問題だと考えるようになりました。
しばらくしてDenningは銀行のsenior managerたちに向けてナレッジマネジメントのアイディアをプレゼンします。持ち時間は10分。
First, Denning set up the problem : the difficulties that the World Bank had experienced in pooling its knowledge and the sorry state of its imformation systems. (p233)
普通ならナレッジマネジメントの重要性や、どのようにシステムを構築すべきかの具体例などがこの後に続くと思いがちですが、Denningが語ったのはザンビアの同僚が教えてくれた「インターネットから得た情報で問題を解決した」ことでした。そうです、彼は「STORY」が持つパワーを用いたのです。
冒頭の一文はこれを聞いたmanagerの発言でした。
…And then he had a happier thought. “How wonderful! They’ve stolen my idea. It’s become their idea!” (p233)
